Eligibility There are both government-sponsored and some private health insurance programs and services available for low and moderate-income persons. The Local Health Care Coalition has compiled an easy-to-use inventory of many of these programs and services in its publication "Fresno Area Opportunities For Health Care." You may download section-by-section the eligibility information from that publication below. Printed versions may also be available from the Fresno Metro Ministry office. Most of the programs listed in the binder are government-funded. These public health insurance programs are usually based on individual or family income and resources, including certain liquid assets and property. The federal government formulates new poverty levels annually in April. For current Federal Poverty Guidelines, please visit http://aspe.os.dhhs.gov/poverty/poverty.htm.

From the perspective of the Local Health Care Coalition, providing health care in the most extensive form possible for every person is in the best interest of those individuals, their families and our entire community. With this in mind, the 'Opportunities Binder', as it is now known, was created as a collaborative project to increase access to information about health care programs and services.

The binder was developed and coordinated by our Uninsured/Indigent Action Team (please visit Action Teams for more information about all three of our Action Teams) along with the Fresno County Human Services System and several local health care providers. The project was funded through grants or in-kind services from Kaiser Permanente Fresno Medical Center, Community Medical Centers, St. Agnes Medical Center, Valley Children's Hospital, Fresno County Human Services System, The California Wellness Foundation, the Fresno Regional Foundation and The California Endowment.

A Word About Public Charge
Although many eligible persons may receive benefits from these programs, Fresno Metro Ministry and the Local Health Care Coalition recognize that many barriers to enrollment and receipt of health care programs and services remain a challenging fact in our community. One of our goals has been to remove or reduce barriers, such as the lack of efficient, affordable transportation and the lack of linguistically and culturally competent services, in order to improve access to quality health care services.

Public charge has been one of these barriers for immigrants. This is a term used in immigration law and describes persons who depend on government benefits that provide cash for their income to support their family, like CalWORKs or SSI. In 1999, the term 'public charge' was clarified by the Federal government. Those who use health care benefits, food programs, and other programs that do not give cash will not be considered a public charge. Immigrants who are concerned regarding their immigration status when applying for benefits need to be informed about the new clarifications.
